El Sobrante Landfill is a Class 3 regional disposal facility permitted to accept up to 10,000 tons per day, seven days per week. It employs approximately 40 full-time employees. Landfill operations are overseen by the California Integrated Waste Management Board, and the Riverside County Department of Environmental Health.

Dear Friends,
All of us at El Sobrante Landfill are extremely pleased to announce that on March 31, the Riverside County Board of Supervisors unanimously voted (4 – 0 with one member absent from the meeting) to certify Waste Management’s environmental review documents for the El Sobrante Landfill and approve the requested permit revision.
The Board of Supervisors’ action comes after a two-year extensive environmental and public outreach process. We are pleased that the Board of Supervisors decided that the results of the study were completed in compliance with the California Environmental Quality Act (CEQA) and that the revised landfill permit will be a benefit for the community.
As reflected in the Final Supplemental Environmental Impact Report (SEIR), no new environmental impacts were identified; the permit revision would not require additional landfill mitigation measures beyond what is already in place. Rather, it would give us an opportunity to modernize our operations and help relieve some of the local traffic. Here’s why:
- The approved new hours allow the acceptance of waste 24 hours per day in order to facilitate the transportation of waste in the late evening and early morning hours and remove the trucks from the morning and evening rush hours.
- Changing the permitted disposal tonnage limits from a daily limit to a weekly limit will give WM the flexibility to take waste during times when it will least impact traffic flow.
As we enter the final stages of the approval process, we extend our thanks to the Temescal Valley community for the constructive dialogue and vital support that has contributed to a comprehensive independent environmental analysis of our permit revision.
The next steps for Waste Management are to submit an application to revise its landfill permit with the Local Enforcement Agency (or LEA, the local enforcement arm of the California Integrated Waste Management Board). Within 30 days of receiving the application, the LEA will hold a public hearing in the community. We will make sure to conduct our own outreach to make you aware of the hearing. Once the LEA approves the application, we will seek final approval with the state Waste Board.
Waste Management hopes to implement the permit revision by Fall 2009.
